Does the IKEA return policy start at the time of purchase or time of delivery?

This will depend on the kind order.

If the items were sent by delivery, then the IKEA return policy will begin on the day the order was received, regardless whether the order was previously rescheduled. If there was no service scheduled, such as a delivery or pick-up option, then the return policy will come in effect on the purchase date.
