What does the cold start on taps mean?

When you turn the handle upwards in the middle of a ‘cold start’ mixer tap, it will only distribute cold water. This will waste less hot water. When you turn the handle to the left, the tap will distribute hot water.

Normally you turn on a tap by turning the handle upwards in the middle. By doing this, a normal tap will distribute both cold and hot water. However, the hot water often does not come out of the tap en stays inside the tap unnecessarily.
