It's in the same place for each chair, indicating the material (some cardboard-like sheet) is not strong enough.

These chairs are cheap and cheerful but not realistically usable on a daily basis.
They are rather flimsy and the back does need struts rather than be open?
Not suitable for children or anyone under 5’ tall? Lesson learned and have put supports across the backs to make them useful spare chairs
