This anti slip carpet underlay is perfect for the job. It keep the carpet from slipping even when my dog is running around on it.

Anti-slip fabric is great. It's sticky, which is awesome, so it keeps the rug in place. It can be a bit finicky to unfold and get into place because it has some stickiness, but it's very workable.
